Czech experience with the transformation of intelligence services
The Security Information Service in all former communist countries have a long record of abuse and overall a highly contradictory image. Modern Intelligence Service should be the guardian of the democracy and freedom, and security of the country, and not the enemy of the normal people. The transformation into the respected intelligence service of a democratic state is a very difficult process. The experience of the Czech Republic can be a succesful example of this achievement.

Oldřich Černý was appointed the National Security Advisor to the President of Czechoslovakia in the spring 1990. Following the split of Czechoslovakia in January of 1993, Mr. Černý was appointed the first Director General of the Czech Foreign Intelligence Service, a post he held until his resignation in 1998. Since 1999, Mr. Černý has served as Executive Director of the Forum 2000 Foundation and has worked as well as Executive Director of the Prague Security Studies Institute.
Gen. Andor Šándor (retired) is the former Chief of Defence Intelligence of the Czech Republic (2001-02). He is an acknowledged expert in security, terrorism, threats and crisis management. He is the author of many publications and expert works. He regularly contributes to the most widely read Czech journals. Gen.
